The Empirian Council is the ruling body of the Empire. Each race has membership and contributes an ambassador/councilor.
It is generally required in Empirian Council meetings for the speaker to say Chaptzahn after concluding their point, for clarity. Another speaker should not begin until the previous has said ‘chaptzahn.’
